The General Director of the IUEC Alexey Lebedev passed away

November 07, 2016

The General Director of the IUEC Alexey Lebedev died suddenly November 6, 2016. He was born on December 28, 1955 in Moscow and dedicated 39 years of his career to nuclear power. He graduated with distinction from the Moscow State Pedagogic Institute in 1977 and joined the Department of International Relations of the Minsredmash of the USSR as an officer of the Protocol Office. Mr. Lebedev was seconded to the Republic of Hungary as the Deputy Authorized Representative of Minsredmash of the USSR in Hungary where he was engaged in uranium deliveries from Hungary to the USSR and supplies of Soviet equipment to Hungarian uranium enterprises.

In 1990 he returned to the Department of International Relations to head the Office of Foreign Service Staff and Protocol in 1992-1997. Mr. Lebedev initiated and implemented projects on exportation of research reactor fuel from Iraq. He organized transportation of irradiated SNF from Iraq to Russia by air, which was a unique (and the only one in the history of the world’s nuclear power) operation. Mr. Lebedev stood at the origins of the first initiatives related to the HEU Deal.

In 1997, he joined the TENEX as the Deputy General Director. He dealt with the LEU natural component, prospects of SNF importation to Russia, coordination of isotopes supplies, and other projects significant for the nuclear industry.
Mr. Lebedev was appointed the IUEC General Director on January 15, 2010. Over the time of his work in this capacity, the IUEC turned into a successful company from a project, which implements tasks under two intergovernmental agreements. Under the Agreement with the IAEA a guaranteed stock of low enriched uranium has been created at the IUEC and the IUEC site in Angarsk has become the only installation in Russia placed under the IAEA safeguards. The company has been joined by stakeholders of authorized organizations of new participating countries (Armenia, Ukraine) and started first deliveries of nuclear material to meet stockholder’s requirements.

Over the work in the IUEC, Mr. Lebedev was awarded by the state decorations: Lapel Distinguishing Badge «Academician I. V. Kurchatov» III Degree, Lapel Distinguishing Badge «For International Nuclear Cooperation», Commemorative Medal «60 Years of Nuclear Power» and other sectoral awards.

Mr. Lebedev proved himself as gifted leader and left-winger. His will and consistency of aim, professionalism and kindness distinguished him in work and won deserted authority among his colleagues and friends.

The IUEC team bewails the untimely death of its leader. In our memories, Mr. Lebedev will remain a courageous and devoted person who gave his energy, knowledge and part of his soul to nuclear power.
The civil funeral service will be held November 11 (Friday) at 12.00 in the Ceremonial Hall of Troyekurovskoe Cemetery at the address: 24 Ryabinovaya St., Moscow.
